Chelyabinsk Water Navigation Convention

I'm, Secretary General of the Supreme Security Council of ChIR, Bogdanov Vyacheslav Alexandrovich, make declaration about Chelyabinsk Water Navigation System. After 16th Sanctions Package (February 2025), European Union add in sanction list International Novorossyisk Sea port. It's beginning of end Russia maritime industry.

What we propose:
1. Own Water Navigation System. Hand-mode rule of each ship. With blockchain logging.
2. Area of activity this Convention and place for travel - only Chelyabinsk Region.
3. Transfer all Russian ship transport to Chelyabinsk. For save.

We based on law of Chelyabinsk International Republic - life imprisonment for drug trafficking, terrorism, forbidden activity for child, Knowingly False Report (recidivism).
