I'm, Secretary General of the Supreme Security Council of ChIR, Bogdanov Vyacheslav Alexandrovich, make declaration about Chelyabinsk Aeronavigation System. After 23.07.2026, European Union add in sanction list International Sheremetyevo Airport. It's beginning of end Russia flight industry.

What we propose:
1. Own Aeronavigation system. Hand-mode rule of each airplane. With blockchain logging.
2. Area of activity this Convention and place for flight - only Chelyabinsk Region.
3. Preventing add to sanction list Chelyabinsk Airport.
4. Transfer all Russian air transport to Chelyabinsk. For save.

We based on law of Chelyabinsk International Republic - life imprisonment for drug trafficking, terrorism, forbidden activity for child, Knowingly False Report (recidivism).
